Principal Engineers
Philippe Moreau, P.E., P.L.S. - President
Mr. Moreau joined WEDA in 1978 and has been a principal since 1994. He is the principal in charge of the corporate organization and management of the company. He has had extensive experience with planning, design and construction of municipal projects in the Fox Valley area. Mr. Moreau works closely with the City of Aurora, the Fox Metro Water Reclamation District and the Illinois Environmental Protection Agency relative to combined sewer overflows and water quality in the Fox River.
John Frerich, P.E. - Vice President
Mr. Frerich began his career at Walter E. Deuchler Associates, Inc. in 1991 and became a Principal of the firm in 2006. Mr. Frerich manages the municipal engineering group. His responsibilities include QA/QC of plans and specifications, design plan and specification production, and management of construction services on municipal engineering projects. His experience includes: municipal wastewater collection and pumping station systems, storm sewers and storm water retention systems, hydrologic/hydraulic modeling and drainage studies, municipal water supply and distribution, urban and rural street design, bridge evaluations, utility planning, title research easement negotiation and document preparation, construction supervision, commercial site development and redevelopment, I&I and SSES studies. He is also well versed in IEPA grant and loan funding programs.
Mark Halm, P.E. - Vice President
Mr. Halm joined Walter E. Deuchler Associates, Inc. (WEDA) in 2001 and became a Principal of the firm in 2006. Mr Halm manages the water and wastewater treatment facilities design group. His responsibilities include QA/QC of plans and specifications, design plan and specification production, and management of construction services on treatment plant projects and pump stations. His experience includes: facility planning, hydraulic analysis, pumping station systems, process design for nutrient removal, digestion system design to meet Class A requirements, and water quality master planning and modeling.
