Principal Engineers

Philippe Moreau, P.E., P.L.S.
Mr. Moreau joined WEDA in 1978. He has been a principal since 1994 and is responsible for the corporate organization and management of the company. He has had extensive experience with planning, design and construction of municipal projects in the Fox Valley area. Mr. Moreau works closely with the City of Aurora, the Fox Metro Water Reclamation District and the Illinois Environmental Protection Agency relative to combined sewer overflows and water quality in the Fox River. Mr. Moreau is also president of Deuchler Environmental, Inc. He is the principal in charge of both firms.

William Nelson, P.E.
Mr. Nelson joined the firm in 1997. He has been a principal since 2002. His significant experience in both the public and private sector provides a valuable asset to his clients. Mr. Nelson began his career in 1982 and has been involved with numerous projects including design and construction of public and private developments. He has served as project manager on many feasibility studies, capacity analysis and facility maintenance program projects. Mr. Nelson's design experience encompasses new construction, replacement and rehabilitation projects.

Professional Engineers and Surveyors

Daniel H. Stein, P.L.S.
Mr. Stein has been employed by the firm since 1971. He has been active in continuing education through both formal college courses and many professional seminars sponsored by the Illinois Professional Land Surveyors Association and the American Congress on Surveying and Mapping. Mr. Stein's experience includes surveying and layout of such diverse projects as residential subdivisions, roads and bridges, large structures and municipal improvements of all kinds. His current duties include the supervision of all survey activities and the maintenance and operation of the firm's computers and peripherals.

Robert C. Bauer, P.E.
Mr. Bauer leads the water and wastewater treatment facility design team. He has over 30 years of experience, and has taken numerous projects from concept through construction. One of the first projects Mr. Bauer was responsible for was the 32 MGD upgrade of the Aurora Sanitary District (now known as Fox Metro Water Reclamation District) wastewater treatment plant to tertiary treatment. It was followed by numerous plant expansions for the Yorkville Bristol Sanitary District, the City of Plano, Salt Creek Sanitary District, the Fox Metro Water Reclamation District and others.

Galen Lay, P.L.S.
Mr. Lay has been employed by Walter E. Deuchler Associates, Inc. since 2003 and has been primarily involved in the study of facility planning areas, infiltration/inflow analysis and preparation of reports for various governmental agencies. Mr. Lay brings with him a broad range of experience in the area of municipal engineering. He has administrative, design and field experience in infrastructure rehabilitation, roadway and pavement design, storm drainage, with most of his career dedicated to water and wastewater conveyance, storage and treatment. As a Principal in the firm Novak & Lay for 23 years, Mr. Lay was responsible for all phases of project development including preliminary design surveying, preliminary design reports, construction drawing preparation, marketing, and business management.

Maurice Malaise, P.E.
Mr. Malaise has been employed by Walter E. Deuchler Associates, Inc. since 1973, and has been a project engineer involved in the design and construction of civil engineering projects, including subdivisions, streets, storm sewers, storm water retention, water main, sanitary sewers, and wastewater treatment plants. He has also prepared plans and participated in the review process of QA/QC for roadways in IDOT Districts 1 and 3. He has been responsible for preparation of project development reports, plans, specifications, and estimates for numerous FAU projects.

Mark J. Halm, P.E.
Mr. Halm has been working with Walter E. Deuchler Associates, Inc. since 2001. Mr. Halm received his B.S. in Civil Engineering in 1990 and a M.S. in Civil/Environmental Engineering in 1992. He has extensive experience in wastewater treatment planning, design and construction. He has recently served as project manager and lead project engineer for the $7MM Salt Creek Sanitary District Improvements Project, and the $13.6 MM Plano Wastewater Treatment Plant Improvements Project. Mr. Halm also has experience in water quality master planning, and modeling noise and air pollution resulting from highway traffic. His technical writings have been featured in many publications, and he has presented at several Water Environment Federation conferences.

John Frerich, P.E.
Mr. Frerich has been employed by Walter E. Deuchler Associates, Inc. since 1991 and has been involved in the planning, design and construction of various municipal engineering projects including: storm sewers, sanitary sewers, water mains, pumping stations, force mains and roadways. His responsibilities have included field investigations, surveying, I&I analysis and reports, SWMM modeling, preparation of plans and specifications for numerous projects, permit and easement acquisition, resident engineering, construction administration and project management. Within the last four years, Mr. Frerich has evaluated the impact of infiltration and inflow on several wastewater collection systems for the Fox Metro Water Reclamation District and the Cities of Aurora, Geneva and Glen Ellyn and has also been responsible for the rehabilitation of these systems.
