Principal Engineers

Philippe Moreau, P.E., P.L.S. - President
Mr. Moreau joined WEDA in 1978 and has been a principal since 1994. He is the principal in charge of the corporate organization and management of the company. He has had extensive experience with planning, design and construction of municipal projects in the Fox Valley area. Mr. Moreau works closely with the City of Aurora, the Fox Metro Water Reclamation District and the Illinois Environmental Protection Agency relative to combined sewer overflows and water quality in the Fox River.

John Frerich, P.E. - Vice President
Mr. Frerich began his career at Walter E. Deuchler Associates, Inc. in 1991 and became a Principal of the firm in 2006. Mr. Frerich manages the municipal engineering group. His responsibilities include QA/QC of plans and specifications, design plan and specification production, and management of construction services on municipal engineering projects. His experience includes: municipal wastewater collection and pumping station systems, storm sewers and storm water retention systems, hydrologic/hydraulic modeling and drainage studies, municipal water supply and distribution, urban and rural street design, bridge evaluations, utility planning, title research easement negotiation and document preparation, construction supervision, commercial site development and redevelopment, I&I and SSES studies. He is also well versed in IEPA grant and loan funding programs.

Mark Halm, P.E. - Vice President
Mr. Halm joined Walter E. Deuchler Associates, Inc. (WEDA) in 2001 and became a Principal of the firm in 2006. Mr Halm manages the water and wastewater treatment facilities design group. His responsibilities include QA/QC of plans and specifications, design plan and specification production, and management of construction services on treatment plant projects and pump stations. His experience includes: facility planning, hydraulic analysis, pumping station systems, process design for nutrient removal, digestion system design to meet Class A requirements, and water quality master planning and modeling.

Senior Professional Engineers and Surveyors

Sudhir Mehta, P.E., S.E.
Mr. Mehta joined Walter E. Deuchler Associates, Inc. in 2006 and is a licensed structural engineer. Mr. Mehta manages the structural design group. His responsibilities include QA/QC of plans and specifications, design plan and specification production, and management of all structural engineering projects. His structural design experience includes: water and wastewater treatment plant facilities, pumping stations, street and bridge improvements and municipal/private building structures.

Daniel Stein, P.L.S.
Mr. Stein has been employed by the firm since 1971. Mr. Stein's experience includes surveying and layout of such diverse projects as residential subdivisions, roads and bridges, large structures and municipal improvements of all kinds. His current duties include the supervision of all survey activities and the maintenance and operation of the firm's computers and peripherals.

Robert Bauer, P.E.
Mr. Bauer has over 30 years of experience in water and wastewater treatment facility design, and has taken numerous projects from concept through construction. One of the first projects Mr. Bauer was responsible for was the 32 MGD upgrade of the Aurora Sanitary District (now known as Fox Metro Water Reclamation District) wastewater treatment plant to tertiary treatment. It was followed by numerous plant expansions for the Yorkville Bristol Sanitary District, the City of Plano, Salt Creek Sanitary District, the Fox Metro Water Reclamation District and others.

Galen Lay, P.L.S.
Mr. Lay has been employed by Walter E. Deuchler Associates, Inc. since 2003 and has been primarily involved in the study of facility planning areas, infiltration/inflow analysis and preparation of reports for various governmental agencies. Mr. Lay brings with him a broad range of experience in the area of municipal engineering. He has administrative, design and field experience in infrastructure rehabilitation, roadway and pavement design, storm drainage, with most of his career dedicated to water and wastewater conveyance, storage and treatment.

Maurice Malaise, P.E.
Mr. Malaise has been employed by Walter E. Deuchler Associates, Inc. since 1973, and has been a project engineer involved in the design and construction of civil engineering projects, including subdivisions, streets, storm sewers, storm water retention, water main, sanitary sewers, and wastewater treatment plants. He has also prepared plans and participated in the review process of QA/QC for roadways in IDOT Districts 1 and 3. He has been responsible for preparation of project development reports, plans, specifications, and estimates for numerous FAU projects.
