Meet the Team

Principal Engineer

Philippe Moreau, P.E., P.L.S.
Mr. Moreau has been the owner of the firm since its start in 1994 and is responsible for the corporate organization and management of the company. He has had extensive experience with planning, design and construction of municipal and environmental projects in the Fox Valley area. Mr. Moreau works closely with the City of Aurora , the Fox Metro Water Reclamation District and the Illinois Environmental Protection Agency relative to numerous complex environmental projects in need of remediation. Mr. Moreau is also president of Walter E. Deuchler Associates, Inc. He is the principal in charge of both firms.

Professional Staff

Marc Fisher, Geologist
Mr. Fisher is a professional geologist with over 21 years of experience in the environmental industry as a regulator and consultant. He is fully versed in regulatory assessment, compliance and corrective actions for RCRA, CERCLA and State of Illinois programs. He has managed over 15 different landfill projects including operations, permitting, siting, leachate and gas management and corrective actions. He has developed and implemented comprehensive, integrated landfill monitoring programs including ground water, surface water, leachate and landfill gas. In addition to landfill experience, Mr. Fisher has extensive experience in subsurface soil and ground water investigations, site remediation, risk assessments, computer modeling and environmental liability management. Mr. Fisher has supervised the completion of hundreds of Phase I and Phase II Environmental Site Assessments (ESA's), LUST corrective action sites, RCRA/CERCLA assessment and corrective action sites, RCRA/CERCLA assessment and corrective actions and permitting.

Karen Clementi, Biologist
Ms. Clementi is a M.S. biologist with over 9 years experience in environmental consulting including: industrial sites, commercial facilities, and unimproved properties. The majority of these projects have involved various inspection activities and subsurface soil and groundwater investigation or remediation. Ms. Clementi's area of expertise is Phase I Environmental Site Assessments (ESA's). She also performs various Phase II ESA's and assists in soil and groundwater sampling and investigations. Ms. Clementi is also a Wetland Specialist for Deuchler Environmental, Inc. As a Wetland Specialist, Ms. Clementi is responsible for identifying aquatic habitats, soils, and plant species indicative of wetlands, and delineating the limits of wetlands. Ms. Clementi also conducts aquatic macroinvertebrate studies and freshwater mussel studies.

Carrie Carter, Engineer
Ms. Carter has an M.S. in Enviromental Engineering and over 19 years of experience in environmental consulting, including preparation of facility plan amendments and updates, storm water pollution prevention planning, sampling and analysis of contaminants in various media, subsurface soil and groundwater investigations and remediation. Ms. Carter also has experience with air, water and wetland permitting. As an environmental consultant, Ms. Carter has prepared numerous facility plan amendments for both the Chicago Metropolitan Agency for Planning and the Illinois Environmental Protection Agency, completed numerous Phase 2 Environmental Site Assessments (ESA's), prepared and implemented corrective action reports, provided technical expertise in implementation of the Illinois Tiered Approach to Corrective-Action Objectives (TACO), investigations pursuant to the leaking underground storage tanks (LUST) program and the Illinois Site Remediation Program, groundwater and soil gas sampling. Operation and maintenance of remediation equipment. Ms. Carter is responsible for developing programs to analyze impacts to water quality from combined sewer overflows and wastewater treatment plants.

Amy Drucker, Scientist
Ms. Drucker has over 14 years of experience in environmental consulting, including, large industrial sites, and small and large commercial facilities, and municipalities. The majority of these projects have involved subsurface soil, groundwater or surface water investigation or remediation, and water quality studies. As an environmental consultant, Ms. Drucker has performed numerous Phase I and Phase II Environmental Site Assessments (ESA's); RCRA closure investigations and remediation reports; leaking underground storage tank (LUST) investigations and remediation implementation in the states of Kansas, Illinois, Indiana, and Minnesota; groundwater, leachate and soil gas sampling; spill prevention control and countermeasure (SPCC) plan implementation and reporting; development of statistical analysis programs; development of river sampling plans and schematics; sampling of surface waters and bottom sediments including the Fox River; and fulfilled various requirements of the combined sewer overflow policy and national pollution discharge eliminations system programs.
